How to get scratch for Android:
You need 500mb memory.
Download ubuntu noroot from the playstore.
Download the distro you want.
Open a web browser and download scratch ubuntu
Install it!

You can't just download and install Scratch on your Android. You need Squeak compiled for the ARM architecture. It would be a good idea to modify Scratch to make it more touch friendly too...
Oh, and another thing: You don't need Ubuntu to get Squeak VM on Android.
Another thing I forgot: You can use Scratch 2.0 on Android because it is made in Flash.

Snap! runs really slow on my iPod Touch 4, but is fine on my MacBook Pro. I don't have a great memory, but I think it was a bit laggy on my other notebook.

Snap! gets like 40fps with Chrome Beta on my android tabby. (with a script running)
The keyboard doesn't pop up on inputs however, I have to use input sliders. So I can't type words
