I would say GIMP, just because it's what I use and it's really amazing. It's been compared with Photoshop a lot and it's a wonderful free alternative. Once you get the hang of it, you can really do some advanced things.

I'm downloading Gimp so I can try it out.
EDIT: Whoa! This thing is epic! I love it!

Microsoft Paint...
Just joking GIMP and Photoshop are the best! That is just my opinion. I haven't tried Paint.NET... Actually, I might download it lol.
EDIT: What? No Mac version?? I'm still going to download it. I might try it later.

Where do you get paint.net? Keep getting viruses

Anyways, I prefer Paint.Net over gimp, but they'll both get the job done. Also, if you want transparency but don't want to download anything else, the Scratch editor works fine too.

Well, the Scratch paint editor doesn't support layers
That's my only problem with it

GIMP works as mentioned above, but personally I recommend Paint.NET, as it's much easier to learn.
I concur, I tried the GIMP one, but I still prefer Paint.NET because it has the same capabilities with a simpler interface.

It uses the .NET framework, so yeah, no native OS X compatibility.
