This would give a chance for Scratchers who put hard work into their projects to be featured. The formula should be: it must have less than 50 views, less than 10 loves, and the loves/views > 1/10. So if something gets loved a lot like this, it might go on the front page for a day. Whichever project has the best ratio goes on first. Then it will somehow be "marked" so it doesn't get featured again. For featured Scratchers: if all projects have less than 30 views and 5 loves, whoever has the best loves/views ratio gets on the front page. Again, the user will be marked so he/she doesn't get featured again.
If you don't understand, this is what I mean. It was a bit difficult to do, since I am not a 2.0 alpha tester.

I look at the front page and see that I'm an "unpopular Scratcher". I'm going to feel kind of sad. While I like this idea, I don't think it should be called that. Other Scratchers have made suggestions for this, and call it something like the surprise project row.

the projects that get featured are supposed to be by "unpopular" scratchers. that's how it already works. if you see good projects that aren't popular, you should suggest them to be featured.
