I have no idea what's going on. Some words on the foums have turned into links, and when you mouse over them, an advertisement comes up. I keep getting one about Credit Score and one about video games... What's going on!!! I am getting them when using Win. Vista and IE... I haven't tried it on Win. 7 and Firefox yet...

You have adware.
It's possible it just displays ads, but it could also be more serious. Run an antivirus program (which you should do regularly anyway on a computer, though especially on Windows w/ IE).

I don't know, but I can tell with one glance that it's definitely adware. The visual/aesthetic/art style would not appear on a normal advertisement. The fact that only two different ones appear helps to support it, too.

it is adware. you might be able to delete it from the control panel (add or remove programs), but i don't know, ive never had adware before. just do a scan, or a boot scan, whichever is necessary.

In that case, you shouldn't have too much trouble fixing it if you can't find another way.
Have you run your antivirus since this started happening, and what did it say? What antivirus do you use?

I have seen that too, but only on Google Chrome. I read a newpaper article that was a comparison between IE, Safari, Mozilla, and Chrome, and Chrome was supposed to be the safest and least vulnerable to toolbars that mysteriously appear. I mostly use Chrome, and I used to see these ads when you hover over a highlighted word. I think I have also seen it on Mozilla, but only once. I usually try to avoid IE at all costs. Safari is installed on this computer, but I never use it.

It's probable that you installed that yourself accidentally (or that it came with another extension that you installed) because Chrome can't install extensions without your permission from places other than the Chrome Web Store.
