No, it's not out yet. You'll be able to access the beta on the 28th.
There will be more blocks then cloning. Some of the features include:
• Cloud variables (stored on the server)
• Create your own Blocks
• A universal time block (scratch days)
• A local time block
• A block that detects if there is any motion in-front of the camera
• The backpack feature isn't exactly a block, but it basically allows you to put scripts in there, and it will save it, and you'll be able to take it out of the backpack and copy it anywhere
• the
<[sqrt v] of (-1)>now has the floor and ceil option
<[x position v] of [Scratch Cat v]>block, there is a new option for costume name

Scratch Alpha site is the first stage of the site. In greek A = Alpha and B = Beta
So first Scratch 2.0 goes to A (alpha) version. This version is really glitchy as it is new and only testers of the alpha version can access the website and help report glitches.
Then it goes to stage B (beta) which is also slightly glitchy and is for everybody to go on and test but not upload projects yet.
Then it is released!
We can access the scratch 1.4 versions when scratch 2.0 beta is on but when it is officially released, I don't think we will be able to access the 1.4 website.
