NOTE: I haven't tried this yet. It may or may not work.
I was searching up how to do this and no luck. All I could find was a Scratch to EXE converter. But what if you converted a Scratch file to EXE and then used an EXE to SWF converter? I'll try this. Before I do, anyone have any problems with how this might work?

yes, that's if the original EXE was compiled from an SWF, not just any plain old EXE you have sitting around
