I hope that the paint editor will be better in 2.0, because the current one isn't too great. There should be BBC code, where you can make text italic, bold, or underlined. You should also be able to make different parts of the text smaller or bigger. And there should be a spray can tool, not just a fill tool, but so that you can make it look like a spray can painted whatever you're doing.

The paint editor will be much better, don't worry. I haven't used it a whole lot since it is incomplete, but I took a look at it, and it will be much, much better. I'll take another look now and see if those feature are on it though.
Edit: I can't tell, the feature aren't labeled, and it's a bit to buggy for me to use. But the below comment makes sense, just draw it in Fireworks, Photoshop, or even Paint.

Scratch is designed to be an educational programming language, not a drawing program. The spray can tool is completely unnecessary. It would put too much development effort into something that's not the primary goal of the language. If you really want to do all of this, make the drawing in Paint or something and upload the image to your project.

Yes, I understand that, but it might help make sprites look better in certain ways.

I agree, you can hardly do anything with text at all. You can't even have more than 1 text box in an image.
Also, I think they should let you use the arrow keys to move the cursor when you're using tools like the paint brush, or moving the costume's center.
