I have some questions about Scratch 2.0,
Will you be able to record videos with your webcam on Scratch 2.0?
And, will there be blocks that can be used for creating multiplayer games?
Also, does anyone know when Scratch 2.0 will be released?

No

There are cloud variables, and you can store everyone's X and Y position in the cloud list, to be then interpreted by every computer

The beta comes out January 28'th

No, but Scratch 2.0 has some really cool new blocks that you can use in a Scratch project that will allow you to interact with sprites using a webcam.

Scratch 2.0 includes cloud variables and a user id block, which could be used to make a multiplayer game.

The online beta version will be released on January 28th. As for the official release date, we're still not sure. But helping us test the beta when it comes out will help us in pinning bugs down (which can help push for a closer release date).
