Scratch does not yet support unicode. That is supposed to become available in version 1.3, I think.

Thanks for your feedback.
Scratch 1.2.1 does not yet support rendering of all unicode characters. Therefore, only po files with Latin-based characters can be loaded into Scratch at the moment. The reason the file needs to be in UTF-8 format is because we anticipated needing to support all UTF-8 characters in the near future.
Scratch 1.3 will support the characters for Arabic, Farsi, etc. The interface will also adapt for RTL languages.
If you have an Arabic or Farsi translation file (.po file) that you would like to share with us in the meantime, please let me know. We use these files to help us develop Scratch 1.3.
