It will be coming out, just not on the same day that the online version of Scratch 2.0 will come out. But it should come shortly afterwards.

You'll still be able to upload projects from the 1.x versions to the 2.0 website, too.

Yep! I think it would be useful for making projects, then adding features after uploading.
