How do you get a section of a sprite glowing (if possible)

Try increasing the Brightness Effect on that sprite

You can't only change part of a sprite with a visual effect. You'd have to have a ton of costumes changing only the part you want changed or use two sprites, one with the section you want to glow (and change its brightness as suggested above) and one with the rest of the sprite.
