So far, we know extremely little about the offline version of Scratch 2.0, except that we know it will exist within a year or so.
Based on my speculation, the offline version of the Scratch editor will be practically identical to the online. Besides the lack of a login/logout and upload button, I'm guessing the downloadable version will have no changes from the online editor.
However, I don't think that they will release any sort of an offline collaboration version of 2.0. (Keep in mind this is just speculation)
In the offline AND online versions of Scratch 2.0, graphics will be much better on the blocks end and on the stage end.
