I disagree.
If the Scratch Team is "on the fence" on whether or not to delete the comment, the more people who have flagged, the more the Scratch Team are going to think on having the comment be taken off.
I think it should be like how the report system is like, where after 3 reports the post has a placeholder text of "this post is under review".

No. What if someone wants to be mean? They can just flag all of a user's projects, and if the ST isn't online, they can be down for hours.
The current system of (I think) 4 flags to hide a project, comment, or forum post is good. This way, it's harder to be mean by abusing it.

What I mean is, swear words, spam links (like very spam) and other things not suited for people under 13. I completely agree, but still, I have flagging a bad comment and waiting until it gets removed.

The current system is designed so that any comments that you flag on your projects/galleries get removed right away, while comments on other people's projects/galleries requires a set amount of flags to get removed. It's a mix between both systems.
Like others have pointed out, making a comment hidden if it has only been flagged once makes the system easier to abuse, and that can generate unnecessary moderation work. However, if the comment was on your project/gallery, it's unlikely that you would flag a nice comment over a mean one, making the flag-only-once system more desirable if the comment was on your project/gallery.

Yeah! If you were the owner, you can flag it and it instantly goes away. However, it should work after 5 hrs or more.
Maybe stick to my original idea but make the reset time 24 hrs?

However, since you're allowed to delete comments on your own stuff, I don't think that's really necessary, a flag just also sends a report to the ST along with deleting it.
