What is the significance of a project that is FEATURED?

Hello! I don't understand what the FEATURED list is for. Could someone explain?

It's a list of projects that the Scratch Team themselves have decided to place in the front page, due to them being innovative or related to the current holiday.

The official reason is that they're projects that the Scratch Team choose, having had them recommended to them. I'm sure that I saw a forum thread where you can recommend projects but I can't find it now...
