Scratch uses its own independent file type(.sb), so you would need to import the actual file into another program that recognizes that file type. As far as I know, no (or very, very few) programs other than Scratch can use its file type, so you can only export Scratch projects into a new Scratch file.
However, if you wanted to export your shared projects onto a new website, you can link them in HTML by going to the project's page, locating the "Link to this Project" under Tags and clicking the Embed button, and copying the applet text. However, you can only do this with projects that have been shared.
