So, my brother really like an app on his phone where he can make ice cream sundaes, but there's a ton of ads and you have to pay for practically everything. I could do that sort of thing on Scratch, but could I make it into a app for his iPod? Thanks!

As others have said, you cannot at this point.
However, there's a program called Stencyl that's based off of Scratch's "snap together blocks" system and has the ability to export to the Apple App Store (but it's not free).
