is it illegal to download minecraft sounds (creeper sounds, walking, hitting tree's...) from a game and use them on scratch or is it for "educational purposes"?

You can use it, but you'll have to credit Minecraft and it cannot be used for commercial purposes.

Yeah as long as you do not sell the game for money its OK

Educational purposes would fall under Fair Use, so yes.
