Just open Scratch, and under "File", click "New". The Scratch Cat sprite should be there.

Well there are different ways to make your own game, though for all of them , you'll need to have "hat blocks" at the top of your scripts. Basically, a hat block is a block that looks like a hat. For example, the green flag block is a hat block.
