Changing usernames and deleting accounts?
Perhaps (like me) you would like to change your username? Maybe you could only change your username once per 6 months, or maybe even once per year.
I would like to change it to something else, but I don't want to lose my post count and some of my projects. 
If you didn't use scratch anymore and you wanted to delete your account that could be allowed.
Why not?

If someone hacks your account they can delete it.

Hackers can change your name to something bad and get you banned.

You are allowed to delete your account. You just have to use the contact us page and select "Delete account" as the reason.
As for changing usernames, there is a reason you can't do that. If you could, then you would lose your identity, and nobody would know who you are. It also could lead to technical problems, and links breaking, etc.
