Proof
Where the heck did stevetheipad come up with that? Scratch 2.0 is going to come with a downloadable version, it's just not ready yet because the downloadable version is based on the online version (which is still in progress).
Proof of offline version

Where the heck did you come up with that info for the Wiki?
My source is Lightnin saying "No, and it's looking like that won't get finished until after we release 2.0." on this one of his projects. So, when I say it will come but not 'till after the 2.0 release, I have sources to back me up from the Scratch Team directly.

The question was "Hey lightnin, just wondering if you we're planning on posting some screenshots for 2.0 downloadable version". It's in reference to the screenshots of a downloadable version (and of course, the downloadable version is not available yet, which won't get developed until after the online version is finished). Doesn't mean there there will not be a downloadable version of Scratch 2.0 in the future, it just means it's development depends highly on the online version. You ought to read stuff more carefully.

Yes, both online and offline. You won't need to download Scratch 2.0 (you could use whatever internet browser you are using), but some people prefer offline use.

I interpret it as being the downloadable file since posting screenshots seems quick and easy. However, I see what you're saying. I'll ask Lightnin directly about it now.

I thought the same thing as Stevetheipad did at first because I remember someone asked that same question on the new forums and someone replied saying their wouldn't be a downloadable version. I didn't know that there would be until a few weeks ago when I asked for myself on the forums.

Yeah, I think to some people, Lightnin's reply might be misunderstood.
The only issue is that the downloadable version won't be released exactly the same time as the online version, it will just follow afterwards sometime after the online version is completed (after, why develop the offline version now when the online version still has bugs?). Doesn't mean it won't be released at all.

Okay, so we we're both right, Lightnin just told me the downloadable version won't be released 'till after 2.0.

^You'll want to fix your blog post, then. It's comes across as a terrible shocker, sounding as of there will be no downloadable version of Scratch 2.0.

But it says "But instead, that will be joined with other things to be announced in 2.1."?

Now you're overstretching it again. No one said that the downloadable version won't come until Scratch 2.1.

Well 2.1 is an assumption, but Lightnin did say after.

This doesn't mean a downloadable version will forced to wait until Scratch 2.1 to be released. So your post is a pretty terrible assumption.
One of the problems with having Scratch 2.0 online is that not many people have a good internet connection or have very limited internet connection, so an offline version will be available. And so far from the chatter, the only main issue holding back the offline version would be the development of the online version, as the goal is to have both versions work the same way (one of the issues we have right now are the differences between the online player and the offline one), and it just wouldn't be wise to work on the offline version of Scratch 2.0 when the online version isn't even up and running yet.

The 2.1 thing was an assumption. I'll fix it.
