I am afraid the future for Scratch is gloomy. Not the near future but in 10 years time everybody will use tablet computers. Since Scratch violates tablet app rules it will become defunct along with the computer itself.

What's the difference between badly written code and well written code ? The result may be the same, but the well written code is easier to update.

But Python in this way has the same functionality as PHP and may be easier to do what they want.
What do you have proving PHP is better over Python? It doesn't really matter overall in this case; if they know the language, they'll be able to update it just as well.

A couple reasons why PHP is better:
1. PHP is more widely used for web design, so it probably has better documentation and is maintained better
2. PHP is specifically designed for web design, whereas Python is not
3. Python uses BASIC syntax, while PHP uses C syntax, making it more efficient, because C is designed to be easily converted to assembly, while Python is not

I think we are getting a PHP vs Python debate. Though I'll add my opinion since I've used both, though Python will be a little biased.
PHP is easier to use to build websites, or at least, it makes more sense when building a website with PHP than Python. Since it's designed to be used for web development, it's going to be easier to use for web development.
However, with Python there are some modules and full blown frameworks that can make it extremely easy to build and maybe even easier than PHP. Python also has an easier to read syntax (which is why I prefer it over almost any language other than Scratch ). The reason Python is (kind of) hard to create websites with is because, a) You need to build the socket server (either on your own, or get an already made framework), b) (free) web hosting don't usually allow Python (since you can use it to build background programs), so it makes it hard to find someone to host your website. You either need to pay for your own server or find someone willing to host it for you.
While it is possible to write web pages like how you do with PHP with CGI, it's kind of hard to setup (based on my experience). And just so you all know, Google's websites are in Python.
