If it's compatible with Win7, it should be with Win8 (NOT Windows RT - that's very different!)

I've just installed it and it works fine.
You might be confusing windows 8 with windows RT, which cannot run Scratch.
I don't know why you say goodbye, I say hello!

It should be working, I'm running windows 8 pro 32bit and it runs perfect for me...

It runs perfectly.
It's also very good with the touchscreen.

If you are on Windows 8 or Windows 8 Pro, it should work fine.
If you are on Windows RT, however, it will not work. Hopefully someday MIT will release a Scratch app to the Windows Store
