If you are referring to the image editor, it will be vector. Otherwise, I have no idea.

Scratch 2.0 is going to be vector based when it comes out.

I think it should be. Though there are definitely some things that can be improved. I think they should also add a "bitmap" mode (that you can turn on and off) where the lines/dots fill in and snap to a "bitmap grid" to make it feel like a bitmap editor even though it isn't really.

Well, there's not much of a choice, really; Flash is vector based.
