Interactive Touch Screen Program

I have always wanted to make a "touch screen" scratch program. My idea is:

Have all the buttons sense how long the cursor is over it. When that number reaches a certain place, the button is "Pressed". I imagine a home screen that looks like Windows 8. Any suggestions?
