Those options are already there, really. If you're using the ScratchSourceCode1.4 then there's the options to "Enter User mode" and "Turn Fill Screen on" and "Turn Fill Screen off"

You're not allowed to do remove it. All mods have to be open-source.
In Insanity, there is a dev password to keep people out who don't know what they're doing, but I put it on the website once there's an official release.

can you do thit with the GPl code?

Presuming that the develop menu item is just a handy shortcut, and the usual way of accessing the fill screen off tool is available, it should be fine to get rid of the develop menu item.
