The three requirements are:
1). Have atleast 11 posts.
2). Have atleast three projects.
3). Be on the forums for atleast a month.

Yup, ErnieParke's answered that perfectly. The limitations of the New Scratcher status are there to make the forums safer for everyone, as they make it harder for Spammers to attack the forums, but if you're posting on the forums and making a few projects you'll be a full Scratcher in no time at all!

It's the time since you registered. As long as you've made 11 posts and met the other criteria listed above you should be a Scratcher by 2012-12-08 
I would advise against posting 11 times for the sake of posting though, try to be constructive

I think it is. Here's what I had to do:
It was September and I joined in August.
I made 3 (stupid and goofy) projects.
I just commented on some of the featured/top loved projects and BAM! I was a scratcher.
It actually came as a shock it was so easy.
