Hello. I worked on an awesome SMB sprite pack for more than a month, and I uploaded it. In my description, I said that I would flag someone's project if they didn't ask permission and give credit. Well, the next day, I saw that 2 users had downloaded it, yet there were zero comments! I have 2 questions I have to ask:
Why didn't they follow my instructions?
Is there a way to disable downloading?
Please help!

By uploading a project on Scratch, you give everybody permission to download and modify it.
There is also no way to disable downloads.

Exactly what the above people said.
Just because you post something, doesn't mean people have to listen to you. If I said "go jump off a cliff!" do you think many people would actually follow my instructions?
If you don't want people stealing your artwork, there is a simple solution: don't upload it to Scratch.

But stealing Is different. If you upload it, people have permission to REMIX it.

Stealing can be a problem, but when you put stuff on Scratch, people are free to do whatever they want with it. It is totally allowed, I do agree someone should do something about it. However, I am sorry to say "stealing" sprites is allowed and not considered a problem. There is no button that stops downloads I wish there was though!

I think that in his perspective, using the sprites to make a game without his permission is stealing, yet it is perfectly acceptable by the rules. Remixing also includes using the sprites, not just editing them and changing them.

This is quite true. Same can be said with scripts and music found in a project. When something is uploaded to Scratch, the images, scripts, and music found in that project can be downloaded and used by anybody - you don't necessarily need to ask for permission since permission for usage is automatic (that's what a Creative Commons license does).
If anything, there really isn't much proof that something bad has happened here: It's just quite possible that the downloaders wanted to have the sprites on file and then decide to give credit later (should they choose to use the sprites in the future).

it is not possible to disable downloads on a project. by posting it online, you have agreed that people can download it onto your computer. And if they are using your work, and won't give credit, ask one more time, and if they still don't listen, flag the project, and tell the Scratch Team that they used your work without giving full credit. Not giving credit can be called plagiarism, and we are writing a report and our teacher told us that we need to cite our sources. Tell them to think of the project notes as a reference page on a report. If that doesn't work, I don't know what to tell you.

No, stealing is not allowed unless you give credit.

Those who have downloaded it, may not have used it.

No. There will never be a button to disable downloading. I do wish that people would not copy other projects completely, but oh well. Scratch's motto is 'imagine-program-SHARE'.

Whoa! You can't do that unless the project is actually inappropriate...
Or if they stole and didn't give credit.

They would automatically give credit, because of the Based on XX's project thingy.
