viewing restrictions

you should be able to restrict dowloading and viewing the scripts online(viewng scripts online is coming in 2.0) to anybody, freinds, or nobody but not to be able to view the project at all is mean.  smile

No, the motto of Scratch is imagine program share.  You can either (1) not upload it at all or (2) upload it and have everyone see the scripts.

Actually, it's the motto. The logo of Scratch is this:

As Firedrake said, preventing users from viewing the source of the project (the scripts and stuff) is against the point of Scratch. If you don't want people to be able to see your scripts, don't upload it to the Scratch website at all.

Though I'd quite like this feature, It'd never be added, and you can just upload the project to a free hosting website anyway.

You can either let everyone see it, or not upload it at all. It could be dangerous to restrict viewing because someone could make a project really mean about someone then restrict them from viewing it.

FD969, sci, and awesomeness321 basically have it in a nutshell here; restriction of downloads is against Scratch's motto and licence. The only way to restrict downloads is to upload to your own website, where you can put it under any license you want; however, security will be hard since people could just view the page's source code, get the URL that the player links to, and paste it into a download manager.
