No, you can't view any scratch projects, downloaded or online on your iPad, unless it's jailbroken. You can still log in, comment, and do anything besides viewing/making projects with your iPad.

Or you could get flash player and see them online...
EDIT:oops, You can only get flash mobile for android (and it is even hard to do on android!)
