In Scratch 2.0, what will the 'user id' blocks give as a response if the Scratch user is not logged in?
Also, will lists be able to be hosted on cloud servers?

1.I think so, It has a stored number for all scratchers so:
one scratcher for this project is called 1
a second is called 2
etc.
but then if the first comes back he will still be called 1

I think, this is what I heard anyway...
Each user who visits a project gets a user ID. So the first person to visit the project gets 1 (or 0?) the next 2, 3, 4, and so on. I guess it'd be the same for guests.
