No support, sometimes I upload around 5 projects in 30 minutes.

No. Say I wrote a bunch of projects while my internet was down and I wanted to upload them all once it came back. I'd have to wait several hours.
Also, activity on the servers isn't a bad thing, as long as it's productive.
Anyway, to get around this, people would just make alt accounts, making the rule essentially useless.

Support, if updates don't apply to this. I upload once every week at most, but updates range from 1 minute or so (debugging something that doesn't work in flash player) to a few months (no glitches in things).

Well, if you're working online, started making a project, then decided to work on a new one, you'd have to wait an hour, which would be frustrating, so no.

Support, although Dell just donated new servers for 2.0, so I really don't see the worry about heavy impact to the servers.
