hmmm...no. Not if the Scratch Team changes the display pattern for Scratch if it is made for Android.

Android 4.1 doesn't support flash, and scratch 2.0 will be written in flash. To port it for android would mean rewriting it in another language for android and only a small number of people would actually use it.
As zubblewu said, this is frequently suggested, and while none of the stickies currently say anything about this being frequently suggested (I don;t know why they don't) it's been suggested hundreds of times
