2) To turn on command blocks, go to Server.properties (or however you access the server settings) and set CommandBlock (or something) to True.

Don't enable command blocks.
Redstone loop + Tp @a[l=0] (someplace) + gamemode 2 @a[l=0] +
/xp L0 @a
= a lock everyone out of the server but him machine

Mojang already thought of that. Only ops can A) get command blocks (/give 137) and B) Change their command (Must be an Op in Creative).

Mojang already thought of that. Only ops can A) get command blocks (/give 137) and B) Change their command (Must be an Op in Creative).

But almost everyone on this server is an op.

I belive there is a permissions node for command blocks, but I don't know the name of it.

Only Boxen is. Flat, ccend, ccnether, and main are Creative. Boxen is survival.
