User Id - IP or User
With the user id block, will it go by the IP, like the views on a project, or by the username?
If it goes by the username, I'd suggest that it goes by IP, so that if their doing a poll, or anything really, the same person can't make multiple accounts and go to the top of a highscore board, or make a lot of votes in a poll (like we can't make multiple accounts to make higher views).

Yes, I know that, but I'm asking if the person is counted by Username, or IP address.

IP would be more secure, however we face the problem that people share IPs. Therefore username is chosen.

Username. When a user is not logged in, the number 0 is used.
