With the user id block, will it go by the IP, like the views on a project, or by the username?
If it goes by the username, I'd suggest that it goes by IP, so that if their doing a poll, or anything really, the same person can't make multiple accounts and go to the top of a highscore board, or make a lot of votes in a poll (like we can't make multiple accounts to make higher views).

IP would be more secure, however we face the problem that people share IPs. Therefore username is chosen.
