Do you mean for 3D animation? Umm, that would probably be Blender. If you mean for video making, Wax is the best I've used.

We don't really know what you're asking for here... a 3D modelling program, or a video editing program?

Well, blender is only really good for when you want to spend a considerable amount of time learning it. And even then, you really need a mouse for proper functionality.
So, if you wanted to make animated videos:
Make them in Scratch, and use a screen recorder. It works great.
Or something like a movie sequence editor:
Adobe's video editor (Not sure what it's called XD)
