Because keeping things open and public allow for things to be transparent. Inappropriate behavior is easily spotted and the benefits of having private communication do not outweigh its disadvantages.
There are other places on the web that do a better job at private communication.Most times where you'd want to privately tell someone something can be done via comments on an older project or something. Alternatively you could consider another site or something, maybe even your own forum if you're allowed.

Private messaging can be used for what you like, but I don't think Scratch really has a need for something that can be done through other websites and/or e-mail.This is one of the most adamantly refused suggestions, so don't expect the stance on this to change in the future or something.

Already exists, although very hard to use. No-ones done it though. I want to pioneer PMs without PMs.

The Scratch Team has said in several places that they do not want to implement PMs.
