There are featured projects and featured galleries... why not featured user? It would be on the right side, and would say something like "Meet _____, this week's featured user!", as well as the user's profile picture. I have 3 ideas for how it would go:
1. It links you to the my stuff page of the user,
2. It brings you to a page of an interview with the user, or
3. It brings you to a project the user would be asked to make about themselves.
What do you think?

We already have the curator, so I don't really think this is necessary.
Being curator is completely different; only the projects are featured, not the user.

Featured user may cause biasm and encourage talking about scratchers! Scratch does not support talking and gossip!
1. Scratch Team would choose the featured user based on projects and comment/post history.
2. Those comments could be flagged or reported, but you have a point. Maybe in bold on the top "Scratch does NOT encourage talking about users. Please only speak to the user about this" or something along the lines of that.

Maybe it could be tried for a while, and hope that people are mature and do not gossip, and if it does happen, it could be discontinued?

I know, but it's common sense not to gossip, and you don't really see it much (and when it starts, ST and the mods put an end to it quickly).

I guess it will cause a million people asking "CAN I BE FEATURED!?!?!? CAN I CAN I!??!?!", so not really support. Maybe -.4 support.

Well, it could be like featuring projects; you have to nominate someone else.
Yes.

It could also be a sticked announcement in the forums, asking who wants to be the next featured user. Just like the curator announcement. (I support this idea)

Yep, if requesting yourself to get featured lowers your chances of actually being featured. (Maybe make it zero)
