The CURRENT block's default value is "minutes" (in the editor, the block screenshot, and the wiki screenshot), but the value which yields a result is "minute"; showing a watcher for "minutes" displays an empty value.

They are different. Even though they are in the same swf, they are distinct modes of execution with different features and bugs. This bug is an example, as visual display of blocks does not occur in the player; thus it is a bug in the editor, not the player.

Support first, but not second. Blocking use ID wouldn't even work, as the person would just refresh the page. It would block the 123rd user, in your case. They refresh, and be 124th user.

i have a scrollx game called doodleman-->(scratch.mit.edu/projects/blargin/2843725) and it refreshes whenever the track repeats and it's really annoying, so running scripts without refreshing the screen will be helpful.
