Yeah, there are lots. However, the reason that you don't see them much is that people behave most of the time. 
You probably will see them helping people and not just moderating, too.

Modifications are allowed, but a modification uploading projects to this website is not.

So you mean uploading a project from a Scratch mod to the website? It wouldn't work, (or at least the project wouldn't run properly) since the features that the different mods add aren't supported by the web client.
