Hrm... Not sure what the last two posts have to do with this thread. And really, mods don't pwn. FTW for a mod is when they get something back on track, or get someone to see something differently in a way that makes things more positive.
So yeah - pwnage just ain't what mods do, or shouldn't be.

I heard about it from another Scratcher and can't get on the website to confirm these claims or find out who it is, for that matter, but if I get any more evidence, I can report it.

This might have been said already, but maybe when a project is removed any and all users who flagged it could get a notification saying:
"A project you have flagged was removed by the Scratch Team. Thanks for keeping our website safe, and Scratch On!"
or
"The project "(name of project)", which you flagged, was removed by the Scratch Team. Thanks for keeping our website safe, and Scratch On!"

It's interesting - lots of times we get emails saying "Please actually reply to this!" So it's clear a lot of people think that we usually don't. Actually - we pretty much always do reply - to almost every message.

I really think the person who flagged it should get some sort of notification about it so they know it was taken care of.
The real reason is that I almost never actually see the influence of a mod other than one night where they had to do quit a lot of topic closing, and on one of my threads that had some spam, so getting a notification saying it was taken care of would make me notice what the mods were doing and appreciate it more.

As someone that has broken the TOU I know what happens, and to be honest I wouldn't really mind if it was made public. One suggestion I have is similar to a court room, people can walk in whilst it's happening and (I'm not sure about this next bit) view some of the records afterwards but the records are not advertised about or anything. What you could have on the scratch forums is that you can view what's currently going on and there is an alphabetically arranged list of previous rule breakers but the location of these is not advertised, it's just a small part of the site.

i think Scratchers should be able to have PM conversations with mods or admins but not with other Scratchers this way mods and admins can notify Scratchers of things with out doing so publicly.

Actually, moderators don't deal with bans. That's the ST's domain. Which is why you should send it to the ST.
