1) Most likely, moderators can see previous versions of a post.
2) Were the Scratch forums "anarchy" before this was implemented? I don't recall so.
This is why I've always been a bit against the New Scratcher system - I believe it serves no purpose nowadays.

Most of the folks on this thread are right - New Scratchers aren't allowed to edit posts. In addition, they have to wait three minutes between making posts, and they have a few other restrictions (read more about it here).
But it's not like we do this to be mean or to create some kind of hierarchy - we simply want to make the forum a safe place for everyone. In order to do that, we have to place some limits so people have to prove they're not commercial spammers or trolls before becoming a full "Scratcher".

Although I can see why you would think that, we actually can't see previous versions of the post - we can see just as much as you guys - just the time and date that the post was last edited. If a person makes a rude comment and then edits it later to make himself seem innocent, we generally consider it gaming the community - and it's against the rules.
Even as a New Scratcher, you can still post all of the same "stuff" as everyone else. Just if you post a URL, you can't turn it into a link, and images won't appear directly on the post. Just try to be active around the site, uploading and commenting on projects, and you'll be a Scratcher in no time.

Well, believe it or not, but huge troll attacks have happened without the system. They would post disgusting images and extremely rude words. That is the reason why images are disabled. Links are disabled because within those attacks, people posted links to disgusting websites and videos.

Images aren't disabled, you just have to upload them to "safe" sites, which aren't safe at all.
