Issue open a specific Scratch File

I am having trouble opening a scratch file that my Biology professor post on the City college of Chicago blackboard

Here is the file he want us to open:   BIO Video Game.sb‎ (973 KB‎) I try to open it but it keeps sending me to a outlook login page but when I log in with my city college email and password I see don't see the email or Instruction of the video game project in my inbox so I want to know how to solve this issue.

Try opening it in scratch, the computer probably isn't configured to recognise the file type as scratch and tries to open it in outlook. Also, I highly doubt a biology professor would put up a video game...
