No, there are none for iPod devices, though after Scratch 2.0, the Scratch Team said that they might make one. And about the second half of your question, I think that Scratch is open source, but I might be wrong.

1) There is no version of Scratch for touch devices.
2) Scratch is open-source.

I'm pretty sure, because by shift clicking the r you can see and edit the source..
