What is Turbo Mode?

Okay, firstly im not a new scratcher. so on to the question:

Whats turbo mode? does it like speed up the whole simulation/game or just the script reading time?

a good example is the 1s1s Trajectory Simulator

and why cant i use it offline?

a) turbo mode speeds project up
b) it can be used offline too
