Highest ranked can be of different lists. Good lists, bad lists etc.

Sorry, guys, I was finally able to update this.
I also made a new rule that you can only vote for up to 3 songs by a certain artist, just so we don't have the list overflooded by one artist. 
Also, you may be right about the "Top 100 Best". I think I'll change it to simply "Top 100" - not a huge deal, but it just seems better.
