I made a vector editor in Scratch. http://scratch.mit.edu/projects/jji7skyline/2822414

It creates the svg file in a list, and if you download the project, you can export the list and rename as a <filename>.svg and view it in a browser :3

Warning, the coding has lots of complex maths.

I tried Inkscape but got frustrated and gave up. For some reason, my tablet wouldn't connect and it kept freezing. Also, I cannot figure out at all how the heck you actually make and edit shapes.
