I think that even when you aren't logged in, you should still be able to flag things. What if you find an innapropriate project and don't have an account to log into to flag it?

I am neutral on the topic. On one hand, it is making sure that Scratch is safe, but on the other hand, it can be abused (as stated below), and most people who go on Scratch are logged in anyway.
