Problem: The 60 second rule seems to be popping up sometimes after I try to post after a hour-old, day-old, or even week-old post!
Connection: WIFI
I can't figure out how to post screenshots yet, but when I do, you can expect them.

The 60-second rule applies to your last attempt to post, not the last post in a thread. So it's just saying to slow down your posting.

This never happened to me. As for screenshots, it's Command-Shift-3 on the Mac.
EDIT: Oh, now I get the problem. Boinoinoi was right

Actually, it's coming up on forums I never posted on...
Edit: And on those on which I posted an hour ago.

What he said was, it doesn't count posts on a single forum. It counts 60 seconds after the last time you posted on the Scratch forums in general and won't let you post until then.

they should take out this thing in the text based game section
it gets annoying seeing that message like 50 times a day

and anyone who wants to know how to take a screenshot pic using a PC go Ctrl + Alt + Print screen then open up paint or something and go Ctrl V or right click paste.

or Prt Scrn on a windows. I find command-shift-4 to be a much more useful approach, for you can select a portion of the screen to display, not just the whole one.
