why am i not a scratcher?

The New Scratcher status means that there are things you can't do that other users can because you might be a spammer. To become a Scratcher you need to have been on the site for a month, posted 10 comments on other people's projects and have 3 projects yourself. When I became a Scratcher I had about 30 projects and about 20 comments so it takes pacience but you will get there.

As the Scratch Wiki says,
Users must be active on both the main site and the forums in order to gain Scratcher status. There have even been New Scratchers with over 600 posts.
To be promoted, a New Scratcher must be active to some degree around most parts of the site, along with some other requirements.
So just stay active and have fun at it and you'll be upgraded in no time.

Well, you have 1 post, no projects, and you registered not a long time ago. And making topics like this makes getting Scratcher a lot harder, because asking will get you nowhere.
My advice to you would be:
- Post projects once and a while.
- Stay active on the forums.
- Post nice/constructive comments on other's projects.
- Be helpful
If you do all this for a while, you should be upgraded soon, whenever the Scratch team thinks you deserve it.
