So, when a post gets reported several times, the little red square appears with the automated message, blocking whatever the person says. If the whole point of that is to block whatever the user says, why can I still see his/her post by clicking quote? (This is a question, and a suggestion towards getting that problem fixed)

It's because they didn't want to spend a huge amount of time on it. If you REALLY want to see the content, you can quote it, but it is to prevent people who otherwise wouldn't see it.
